Having listened to all your advice we replace the broken plastic hinge with a stainless steel piano hinge.
As Eric predicted, the lower flap did indeed dangle at a suitable angle under gravity alone and the hatch now works perfectly. We have to be careful though, it springs up like an inverted guillotine and could quite easily decapitate the unwary.
John's problem might be resolved by freeing up the hinge a bit.
